I work for the U.S. Library of Congress and am doing a report for Congress on cybersecurity governance. I'm trying to find out if anyone has done any analysis of the effectiveness of certification under BS7799 Part 2--that is, have there been any attempts to measure how much certification per se improves cybersecurity (or what other impacts it has), either in comparison to use of ISO17799 with no related certification (as, e.g., is the case in the U.S.), or certification using a different scheme (e.g., COBIT?)? I would greatly appreciate any info anyone has on this.

Over here in the UK we have a Bi annual survey called the Information Security Breaches Survey. In the 2004 edition there are stats on how effective BS7799 has been. Whether these stats are based on proper analysis or just a gut feeling from specific experience from the interviewee, I'm not sure but you download and read a copy from
